What does a Merit Badge Counselor do? You meet with one or more scouts, help them learn your subject area, and sign off when they demonstrate the required skills. Most badges require 2–4 meetings. BSA requires counselors to be registered volunteers and complete Youth Protection Training (free, online, ~1 hour). The troop will walk you through the registration process if you haven't registered before.
